Whats Going On With OB Sign Ups?

I was trying to help my friend get an account started here, but he never got the confrimation e-mail. So, after sending in two reports about this, I just started an account to see if it would work, but it said "We are not accepting sign ups at this moment" or some kind of jargen like that. So in conclusion, whats going on?

[color=#4B0082]If he has a spam filter or anything like that, have him make sure the e-mail didn't get caught by it. Sometimes automated e-mails like this can end up in the spam/junk mail.
